BNR publishes one reference rate a day; the market moves all the time.
The National Bank of Romania (BNR) publishes official rates each business day at around 13:00 Romanian time. That rate stays fixed until the next publication. The market rate changes within seconds, and a bank or exchange office adds its own buy-sell spread. So on the same day the BNR rate and the rate at the counter can differ.
Official documents and accounting usually use the BNR rate. Which day's rate applies depends on the transaction, so ask your accountant.
